Defines "closed construction" as buildings manufactured off-site where concealed parts cannot be inspected before installation without disassembly or damage.

Defines "open construction" as buildings manufactured off-site where all portions can be readily inspected at the building site without disassembly or damage.

Clarifies that factory-built buildings must be constructed using closed construction methods and cannot include panelized commercial buildings using open construction or certain residential panelized buildings.
