Modifies state board of education authority to remove requirements for adopting a statewide model evaluation framework and instead allows school districts and charter schools to develop their own evaluation systems meeting specified criteria.

Authorizes substitute teachers who demonstrate primary teaching responsibility in a classroom to use that time toward the required capstone experience for standard teaching certification.

Makes conforming changes to definitions and references throughout Arizona education law regarding teacher and principal performance evaluations and classifications.
