Amends Arizona Revised Statutes Section 8-841 to expand who may file a dependency petition in juvenile court.

Changes the filing party from "any interested party" to "any relative of a child" in addition to the Department of Child Safety.

Maintains all existing petition requirements including verified statement of facts, child's information, parent/guardian names, custody details, and Indian Child Welfare Act compliance.

Requires the filing party to serve the petition and notice on parents, guardians, the child's attorney or guardian ad litem, and any person with physical custody in a foster-adoptive placement.

Petition and notice must be served at least five days before the initial dependency hearing unless served at the preliminary protective hearing.
