Adds Section 13-1310 to Arizona Revised Statutes to criminalize abduction of a child from a state agency's lawful custody.

Makes it illegal to take, entice, or keep a child from state agency custody, or to intentionally fail to return a child at the end of visitation or access.

Establishes graduated penalties: Class 3 felony if child is taken out of state; Class 4 felony if taken but remains in state; Class 6 felony if child is voluntarily returned within 48 hours without physical injury.

Classifies intentional failure or refusal to return a child to state agency custody as a Class 5 felony.

Defines "state agency" as the Department of Child Safety or Department of Juvenile Corrections.
