Establishes two types of "bona fide associations" for health insurance purposes: path 1 associations (with specific requirements like 5-year existence and 25+ members) and path 2 associations (meeting federal regulations under 29 Code of Federal Regulations section 2510.3-5).

Allows insurers offering health benefits through bona fide associations to exclude small employer groups of one from the requirement to offer coverage under section 20-2304, subsection A if the employer is not seeking coverage through a bona fide association.

Exempts accountable health plans from standard requirements if they offer coverage in the small group market only through path 1 bona fide associations.

Defines "working owner" as a person with ownership interest in a business who earns wages or self-employment income and works at least 20 hours per week or 80 hours per month, or whose business income equals or exceeds the cost of coverage.

Requires the Department of Insurance to post information on its public website by January 1, 2020 summarizing state law and relevant information about association health plans.
