Exempts the Arizona Peace Officer Standards and Training (AZPOST) Board from standard rulemaking requirements under Arizona Revised Statutes Title 41, Chapter 6 for one year after the bill's effective date.

Designates the act as an emergency measure necessary to preserve public peace, health, or safety, making it operative immediately upon enactment.
