• Establishes a housing assistance pilot program administered by an advisory board comprising directors from AHCCCS, Department of Corrections, Department of Housing, and Department of Economic Security to provide grants assisting individuals transitioning off public assistance in securing housing.

• Authorizes grant funding for seriously mentally ill persons in community living homes with embedded support services or licensed behavioral health residential facilities providing wraparound services and 24-hour on-site supervision.

• Requires the advisory board to report on program activities and outcomes to the Governor and Legislature by December 15, 2022, with the program repealing September 30, 2023.

• Directs the Department of Health Services to adopt rules by January 1, 2020 allowing behavioral health residential facilities to operate as secure facilities when appropriate for incapacitated persons under court order or diversion agreements.
