Public school principals may allow representatives from patriotic youth groups listed in 36 U.S.C. subtitle II, part B to address students for up to 10 minutes during the first quarter of each academic school year about educational and civic involvement opportunities.

Youth group representatives must submit verbal or written requests to principals during the first two weeks of the school year, and principals may approve requests by providing a specific date and time for the address.

Schools must distribute materials from patriotic youth groups directly to students throughout the academic year to encourage participation, with principals able to request prior approval of materials and determine distribution methods.

Schools are prohibited from denying equal access, fair meeting opportunities, or discriminating against patriotic youth groups listed in 36 U.S.C. subtitle II, part B, including discrimination based on membership criteria or oaths of allegiance to God and country.

"Youth group listed in 36 United States Code, subtitle II, part B as a patriotic society" includes any youth-serving organization listed in that statute or any of its affiliates.
