Appropriates $2,000,000 from the state general fund in fiscal year 2019-2020 to the Arizona Commerce Authority for matching stipends for STEM internship participants.

Allocates funds as follows: 45% for high school and undergraduate students, 45% for graduate students and K-12 teachers, and 10% for administration and outreach costs.

Requires sponsoring businesses to agree to fund an additional intern or teacher at their own expense if they receive an authority stipend (exemption for businesses with fewer than 100 employees).

Sets maximum stipend amounts of $5,000 for high school and undergraduate students and $8,000 for graduate students and K-12 teachers.

Exempts the appropriation from lapsing provisions, allowing unspent funds to carry forward.
