Amends Arizona Revised Statutes Title 15, chapter 16, article 4 by adding section 15-2033 regarding the School Facilities Board's authority to award building renewal grant funds.

School Facilities Board may award building renewal grant monies to school districts to replace damaged school buildings or facilities, including demolition costs, when replacement cost is less than repair cost.

Process requires school district to submit damage information to the Board, which obtains cost estimates for repair versus replacement, then submits project proposal to Joint Committee on Capital Review if replacement is more cost-effective.

Joint Committee on Capital Review must review and approve project proposals before the School Facilities Board can award monies from the building renewal grant fund to the school district.

School Facilities Board must collaborate with the State Historic Preservation Officer to prevent demolition of historic buildings when considering replacement projects.
