Requires health professionals to notify persons (or parents/guardians of children) before administering vaccines about the option to undergo antibody titer testing to determine if positive antibody titer already exists.

Mandates notification before second or subsequent vaccine doses about the option for antibody titer testing to determine if immunity developed from a previous dose, series, or natural infection.

Requires health professionals to inform individuals before vaccination or antibody titer testing that no state requirement exists for vaccination or serologic proof of immunity except for children attending public or private schools, and that exemptions from immunization requirements are available.

Defines "antibody titer test" as a test measuring the presence and amount of antibodies in serum against a particular antigen as serologic proof of immunity.
