Requires public entities and private entities to include at least one baby diaper changing station when constructing a new restroom or substantially renovating an existing restroom in a public building or place of public accommodation.

Defines "substantially renovates" as construction costing at least $10,000.

Does not create a private right of action for violations of this requirement.

Applies to public buildings (constructed in whole or in part with public funds) and places of public accommodation.
