Amends section 36-2985 of Arizona Revised Statutes to allow the director of the Arizona Health Care Cost Containment System (AHCCCS) to determine when federal and state monies for the children's health insurance program are insufficient and may stop processing new applications.

Changes the language from requiring the director to "immediately" stop processing applications to allowing the director to "may" stop processing applications at their discretion.

Clarifies that the total amount of state monies that may be spent annually for health care under the program shall not exceed amounts appropriated or authorized by section 35-173.

Appropriates $1,586,900 from the state general fund for fiscal year 2019-2020 to AHCCCS for administering and providing services under the children's health insurance program.

Appropriates $15,141,500 from the children's health insurance program fund for fiscal year 2019-2020 to AHCCCS for the same purpose.
