Extends the expiration period for qualifying patient registry identification cards from one year to two years after issuance.

Imposes an annual renewal fee of $50 for registered qualifying patients to renew their registry identification cards.

Clarifies language regarding cancellation of nonprofit medical marijuana dispensary agent cards and deactivation of their access to the verification system upon notification that they no longer work or volunteer at a dispensary.

Maintains the existing $10 replacement fee for lost registry identification cards and keeps the five-day issuance timeline for replacement cards.

Requires passage by at least three-fourths affirmative vote of each house of the legislature to take effect, as mandated by Arizona Constitution article IV, part 1, section 1.
