Amends Section 35-319 of Arizona Revised Statutes regarding permanent state trust land fund monies and their distribution.

Changes the timing requirement for distributions from "on the fifteenth" business day of each month to "on or before the last" business day of each month.

Maintains requirements that the state board of investment and state treasurer take all necessary actions for distributions per Arizona Constitution Article X, Section 7 and specified statutes.

Preserves the ability of the governor, speaker of the house, or president of the senate to file mandamus actions in the supreme court to compel performance of distribution duties if the board or treasurer fails to perform.
