Establishes a center for school safety within the Arizona counterterrorism information center under the Department of Public Safety.

Creates a safe schools hotline program allowing anonymous reporting of dangerous, violent, or unlawful activity occurring on school campuses, school transportation, or at school-sponsored events.

Designates all information reported to the hotline as confidential and not subject to public records disclosure, with compulsory disclosure limited to court-ordered review of materials material to a specific case.

Requires the director to establish policies protecting reporter identity and procedures for disseminating reports to school districts, schools, and law enforcement agencies based on good faith reports.

Mandates coordination between the center, Department of Education, school districts, charter schools, and law enforcement to develop and provide school safety best practices and training resources.
