Amends Arizona law to modify the definition of "boycott" by clarifying it applies to refusals to deal with Israel based on the fact that an entity does business in Israel or territories controlled by Israel, and to actions that discriminate based on nationality, national origin, or religion without valid business reason.

Requires public entities to include written certification in contracts valued at $100,000 or more that the company is not engaged in and will not engage in a boycott of goods or services from Israel.

Prohibits public entities from adopting procurement, investment, or other policies that induce or require persons or companies to boycott Israel.

Excludes from the bill's application any boycotts prohibited by 50 U.S. Code section 4842 or regulations issued under that section.

Makes the provisions of the article severable so that if any provision is found invalid, the remaining provisions remain in effect.
