Amends Arizona Revised Statutes Section 45-103 regarding the authority and responsibilities of the Arizona Department of Water Resources and its director.

Clarifies that the director has general control and supervision of surface water, its appropriation and distribution, and groundwater as provided by statute.

Makes a technical correction by adding "of" before "its appropriation" in the statute language to improve grammatical clarity.

Maintains existing exceptions for distribution of water reserved to special officers appointed by courts under existing judgments or decrees.
