• Amends section 15-512 to require school district personnel certifications to include charges or convictions that have been vacated, set aside, or expunged when disclosing criminal history during background checks.

• Adds section 42-1003(J) authorizing the Department of Revenue director to obtain state and federal criminal records checks on employment applicants, employees, and contractors by submitting fingerprints to the Department of Public Safety, with information disclosed only for employment purposes.

• Adds section 42-1003(K) authorizing the Department of Revenue to obtain consumer reports for applicants whose job duties include tax revenue distribution, following Fair Credit Reporting Act guidelines and prohibiting consumer reports as the sole disqualification reason.

• Adds section 42-1003(L) defining "applicant" to include new hire applicants and current employees seeking transfers, reclassifications, or reassignments to different positions.
