SB1188 - Permanent Early Voting List

• Adds automatic removal from permanent early voting list if a voter fails to vote an early ballot in either the primary or general election for two consecutive primary and general elections containing a federal, statewide, or legislative race.

• County recorders may send a notice by December 1 of each even-numbered year to voters on the permanent early voting list who did not vote in the two most recent general elections for federal office, requiring confirmation of continued participation within 30 days or face removal.

• Eliminates the provision that a voter's failure to vote once an early ballot is received constitutes grounds for removal, instead making removal contingent on the two-consecutive-election standard.

• Exempts special taxing districts authorized under section 16-191 and special district mail ballot elections from the two-consecutive-election removal requirement.

• Maintains existing provisions allowing voters to request inclusion on the permanent early voting list and to request removal at any time in writing.
