Amends Section 15-808 of Arizona Revised Statutes to modify funding and average daily membership calculations for students participating in Arizona online instruction.

Full-time online students receive 95% of the base support level funding they would receive in traditional public schools, while part-time online students receive 85% of base support level funding.

Establishes apportionment rules: when a student's combined average daily membership between traditional school and online instruction exceeds 1.0, it must be reduced and proportionally divided based on time spent in each program.

Requires schools to maintain daily logs documenting instructional time for online students and specifies that average daily membership for part-time students is calculated first for the traditional school before applying remaining membership to online instruction.

Defines "full-time student," "part-time student," "online school," "online course provider," and "state-approved charter authorizer" for purposes of Arizona online instruction programs.
