SB 1190 Summary

• Establishes a Citizens Finance Review Task Force consisting of 27 members including legislators, state agency directors, economists from Arizona universities and private sector, and representatives from business, education, and child advocacy organizations.

• Task force shall hold open public meetings with reasonable notice under state law, allow public testimony at every meeting, and meet at least once each in Tucson, Yuma, and Flagstaff.

• Task force must analyze state general and non-general fund revenues compared to other states, state expenditures and necessary funding levels for agencies, and make recommendations on responsible retirement of state debt, including analysis of tax credits and transaction privilege tax exemptions.

• Task force shall submit findings and recommendations report to the governor, president of the senate, and speaker of the house by September 30, 2020, and present the report to a joint meeting of house and senate appropriations committees by January 31, 2021, which shall allow public testimony.

• Task force is automatically repealed on September 30, 2021.
