Requires each school district and charter school to adopt a green cleaning policy and purchase environmentally sensitive cleaning products by December 31, 2020, unless it would increase cleaning costs.

Amends energy conservation standards for public buildings to require state agencies to reduce energy use by 20 percent per square foot by July 1, 2026, and directs state agencies, universities, school districts and community college districts to purchase at least 10 percent of energy from green sources by July 1, 2024.

Requires existing state buildings over 50,000 square feet and all new or leased state buildings to conform to Leadership in Energy and Environmental Design (LEED) green building standards by July 1, 2024.

Establishes an energy and water efficiency fund for public facilities administered by the Arizona Commerce Authority, providing up to $10,000,000 in loans to state agencies, universities, cities, towns, counties and political subdivisions for energy and water efficiency improvements.

Creates a green public schools task force to identify retrofit procedures, recommend green cleaning policies, and make financing recommendations for school sustainability, with a report due November 1, 2020.
