Repeals sections 9-500.36, 9-500.38, 11-269.14, and 11-269.16 of the Arizona Revised Statutes.

Amends section 44-1648 to remove references to sections 9-500.38 and 11-269.16 regarding scrap metal dealer registration and local licensing authority.

Clarifies that state preemption of scrap metal dealer registration does not affect cities', towns', or counties' power to enforce business licensing laws for scrap metal dealers.

Maintains that local licensing systems including background checks, identification, and fingerprinting requirements are not subject to state preemption.

Protects scrap metal dealer licenses that were current and in good standing before September 13, 2013 from requiring reapplication unless circumstances change.
