Prohibits any person from engaging in hydraulic fracturing in Arizona, defined as pumping fluid into or under the ground surface to create fractures in rock for oil or natural gas production or recovery.

Prohibits collecting, storing or treating water in Arizona if that water is used in, generated by, or results from the hydraulic fracturing process.

Adds "hydraulic fracturing" to the definitions in Arizona Revised Statutes section 49-201 (water quality control definitions).

Applies notwithstanding article 3.3 of chapter 2, title 49 (relating to groundwater protection permits and exemptions).

Makes various technical corrections to statutory language, including replacing "which" with "that" and updating terminology throughout Arizona's environmental quality statutes.
