Requires the Secretary of State, county recorders, and other election officers to meet at least annually to develop standards and procedures for elections and polling places.

Mandates development of standards to ensure voters do not wait more than one hour to vote at polling places or voting centers.

Requires standards addressing equal access to polling places for all persons, including those using public transportation, those without transportation, and persons with disabilities.

Directs development of standards for appropriate staffing levels, equipment, systems, ballots, supplies, and personnel reserves at each polling place or voting center.

Requires consultation with the U.S. Election Assistance Commission and other recognized organizations with expertise in voting, elections, access, and compliance issues.
