Repeals section 28-5474 of Arizona Revised Statutes, which established axle fees for commercial vehicles.

Removes references to axle fee revenue from section 28-6547, eliminating the axle fees as a source of deposits into the safety enforcement and transportation infrastructure fund.

Amends section 28-6993 to remove the requirement that monies be spent on transportation facilities used by commercial vehicles for which axle fees were paid, replacing this language with a reference to facilities used by commercial vehicles entering through international ports of entry.

Eliminates the axle fee as a source of funding for transportation infrastructure near the Arizona-Mexico border and the CANAMEX corridor.
