Requires each school district and charter school to provide access to free, fresh drinking water during meal times in food service areas by July 1, 2020.

Schools may comply by providing cups and containers of water or soliciting and receiving donated bottled water.

Allows school district governing boards or charter school governing bodies to propose a resolution claiming inability to comply due to fiscal constraints or health and safety concerns.

Requires governing boards or bodies to post notice of proposed resolutions on at least two consecutive meeting agendas—first as an informational item, then as an action item—before voting to adopt the resolution.
