Establishes an Arizona high school graduate tuition rate at state universities under the Arizona Board of Regents and community colleges, available to students who graduate from public or private high schools in Arizona.

Requires the Arizona Board of Regents and community college governing boards to verify that applicants' high school diplomas meet requirements consistent with state law before granting the reduced tuition rate.

Allows students who previously qualified for the Arizona high school graduate tuition rate to retain that rate as long as they remain continuously enrolled at the same educational institution.

Defines "continuously enrolled" as enrollment without a break of twelve or more months.

Amends the definition of "state or local public benefit" to exclude postsecondary education from certain public benefit restrictions.
