Amends section 15-1323, Arizona Revised Statutes, regarding the Arizona State Schools for the Deaf and the Blind (ASDB) board of directors.

Maintains existing board powers including serving as trustee of donations, investing donated monies through investment specialists, and maintaining complete records of all school transactions and expenditures.
