Amends section 15-774 of Arizona Revised Statutes to establish eligibility criteria for school districts and charter schools to receive grants from the extraordinary special education needs fund.

Creates two pathways for eligibility: districts/schools with weighted special education student counts equaling at least 10% of average daily membership in specified disability categories, or schools receiving small school weight with special education expenditures of at least 20% of total maintenance and operation budget.

Limits grant recipients to a maximum of $200,000 per school year, with grants required to be spent in the current year and unspent monies returned to the department of education.

Appropriates $5,000,000 from the state general fund in fiscal year 2019-2020 to the department of education for deposit in the extraordinary special education needs fund.

Transfers administration of the fund from the state board of education to the department of education.
