Requires a gubernatorial candidate to submit the name of their joint lieutenant governor running mate to the secretary of state no later than sixty days before the general election for placement on the ballot.

Applies the same lieutenant governor nomination requirement to candidates for governor who file nomination petitions as independent or third-party candidates.

Changes the leadership of the Department of Administration from an appointed director to the lieutenant governor.

Directs the legislative council staff to prepare conforming legislation to align Arizona Revised Statutes with these changes for consideration in the fifty-fifth legislature.

Makes the act contingent on passage of a constitutional amendment by voter approval at the next general election to establish the office of lieutenant governor.
