Amends Arizona law to require all school districts (not just those with existing curricula) to provide medically accurate and age-appropriate sex education instruction for kindergarten through grade 12 pupils.

Mandates sex education curriculum include instruction on contraceptives and barrier methods, physical and emotional changes of adolescence, critical thinking skills for healthy decisions, and communication with parents and trusted adults about sexuality.

Changes parental opt-out requirement from affirmative permission to participate to affirmative written request from parent to excuse pupil from instruction, with no disciplinary action or academic penalty for opting out.

Requires school districts to make sex education curricula available for parental review and prohibits discrimination based on sex, race, ethnicity, national origin, disability, religion, sexual orientation, or gender identity.

Authorizes the Department of Education to adopt rules, maintain a list of compliant curricula, designate instructor qualifications, and allows parents or pupils to file suit in superior court to enforce compliance with the law.
