Establishes a seven-year statute of limitations for civil actions by minors alleging injuries from sexual assault or negligent acts causing sexual assault, superseding existing shorter limitation periods.

Creates a seven-year statute of limitations for civil actions based on failure to report child abuse or sexual assault committed against a minor under Arizona Revised Statutes section 13-3620.

Defines the accrual date of a cause of action as the later of: when the plaintiff reaches 18 years of age, or when the plaintiff first discloses the sexual assault to a licensed medical or mental health care provider.

Applies retroactively to causes of action filed before the effective date that remain pending, and revives causes of action that would have been time-barred under previous law.
