Amends section 15-213 of Arizona Revised Statutes to modify school district procurement practices, including clarifications on competitive bidding requirements and construction procurement methods.

Repeals section 15-213.04 and Laws 2018, chapter 285, section 32, eliminating previous procurement-related provisions for school districts.

Removes requirements that school districts cannot hire the same auditor or auditing firm for more than three consecutive years and cannot compensate auditing firms for consulting fees.

Establishes a school procurement consulting pilot program requiring the school facilities board to select and provide technical assistance to three school districts with alternative construction project delivery methods, with a report due by September 1, 2020.

Takes effect immediately as an emergency measure.
