Amends Arizona vehicle registration law (A.R.S. 28-2232, 28-2239, and 28-2267) to regulate proportional and temporary registrations for commercial motor carriers.

Authorizes the Department of Transportation to refuse, suspend, or revoke registrations for vehicles assigned to commercial motor carriers that are prohibited from operating by the federal motor carrier safety administration.

Allows suspension or revocation of registrations if a commercial motor carrier knowingly allowed or required an employee to operate a vehicle in violation of a federal out-of-service order.

Expands eligibility for temporary proportional and temporary registrations to include vehicles with a federal out-of-service order from a previous owner on departmental records, in addition to existing uses for fleet additions and lost registrations.

Effective date is August 31, 2020.
