Requires the governor's office on tribal relations to enter into an agreement with the Diné College Board of Regents before distributing funds, specifying reporting requirements on course completion rates.

Diné College Board of Regents must submit a report analyzing course completion rates for students who received remedial education during the 2019-2020 academic year by October 15, 2020 to the governor, house speaker, senate president, and secretary of state.
