Establishes a civil penalty of not more than $50 for possession or use of less than one ounce of marijuana (not for sale).

Maintains felony classifications for marijuana possession of one ounce or more, with penalties ranging from class 6 felony (one ounce to less than two pounds) to class 4 felony (four pounds or more).

Maintains existing felony penalties for possession with intent to sell, production, and transportation of marijuana, with classifications based on weight thresholds.

Requires mandatory minimum fines of $750 or three times the marijuana's value (whichever is greater) for all marijuana convictions and prohibits judges from suspending any portion of the fine.

Applies exceptions to licensed industrial hemp producers and those engaged in federally-authorized commercial hemp production outside the agricultural pilot program.
