Amends Arizona law to allow aestheticians and cosmetologists certified as laser technicians to perform cosmetic laser and IPL device procedures under supervision.

Requires 40 hours of didactic training at a department-certified program plus 24 hours of hands-on supervised training for hair removal procedures, with additional 24 hours required for other cosmetic procedures.

Permits hair removal procedures under indirect supervision (via telecommunication) by a qualified health professional, but requires direct in-person supervision by a health professional for all other cosmetic laser procedures.

Introduces new definition of "laser safety officer" as a person with authority and responsibility to monitor and enforce laser hazards, who can serve as a direct supervisor and is regulated by the Department of Health Services.

Establishes that the Department of Health Services maintains a register of certified laser technicians and may collect registration fees deposited into the laser safety fund.
