SB1303 Summary

• Authorizes the automobile theft authority to establish a voluntary "watch your car" program allowing vehicle owners to enroll and permit law enforcement to stop their vehicles between 1:00 a.m. to 5:00 a.m. or within one mile of the international border.

• Requires enrolled vehicle owners to submit a written or electronic consent form and display a highly visible sticker on the rear window of the vehicle.

• Allows law enforcement officials to stop enrolled vehicles and take reasonable steps to verify the operator is the owner or has the owner's consent, even without other grounds for a traffic stop.

• Requires the automobile theft authority to maintain a database of enrolled vehicles and notify the Department of Transportation, which must indicate enrollment status on vehicle registration records.

• Program expires July 1, 2029 unless extended.
