Establishes enhanced earned release credits of three days for every seven days served for prisoners convicted of drug possession or paraphernalia offenses who successfully complete a drug treatment program and have no prior violent or aggravated felony convictions.

Maintains standard earned release credits of one day for every six days served for all other eligible prisoners, except those sentenced to serve full terms of imprisonment.

Requires the Department of Corrections to provide notice to potentially eligible prisoners upon admission and report quarterly on earned release credit recipients, program participation, and recidivism rates for released prisoners.

Clarifies functional literacy requirements by exempting prisoners released under the enhanced drug offense credit provisions from the eighth-grade literacy requirement for community supervision eligibility.

Makes the bill immediately operative as an emergency measure applicable to all prisoners serving terms in the state department of corrections on and after the effective date.
