Requires each community college in Arizona to offer one or more elective credit courses on the constitutions of the United States and Arizona, with course names and numbers reported annually to the state.

Requires each university under the Arizona Board of Regents to offer one or more elective credit courses on the constitutions of the United States and Arizona, with course names and numbers included in the annual board report.

Mandates that community colleges and universities acquire U.S. flags (at least 2 feet by 3 feet, manufactured in the U.S.) and legible copies of the Constitution of the United States and Bill of Rights for display in each classroom adjacent to the flag.

Makes minor technical corrections to existing statutes governing community college district boards and the Arizona Board of Regents related to administrative language and procedures.
