Transfers administration of Arizona empowerment scholarship accounts from the Department of Education to the State Treasurer, effective immediately for all related duties and oversight functions.

Removes the Department of Education's empowerment scholarship account fund and consolidates all administrative costs and fund management under the State Treasurer's empowerment scholarship account fund.

Grants the State Treasurer authority to conduct audits, manage accounts, process applications, remove ineligible participants, and adopt rules for administering the empowerment scholarship program.

Clarifies that curriculum must be approved by the State Treasurer rather than the Department of Education, and requires the Treasurer to establish minimum qualifications for independent evaluation teams assessing student eligibility.

Requires the State Treasurer to accept applications, enroll eligible students, issue award letters within 45 days, and provide budget estimates to the legislature for program funding.
