Establishes the "Counselors on Campus Program" within the Department of Education to fund counselors and social workers in school districts, public schools, and charter schools.

School districts and schools must submit program proposals by April 15 each fiscal year, including current counselor-to-student ratios and plans describing how counselors or social workers would serve student needs.

Department of Education and State Board of Education review proposals, assess school needs through site visits, and award funding to schools based on counselor-to-student ratios and demonstrated need.

Appropriates $5,500,000 from the state general fund for fiscal year 2019-2020 to support school districts, public schools, and charter schools participating in the program.

Program funding remains available for up to 8 fiscal years with renewal applications permitted for an additional 3 years; the program terminates on July 1, 2029; unused appropriations revert to the Department for distribution in the following fiscal year.
