Reduces the course of study requirement for cosmetologists or hairstylists applying for a barber license from 750 hours to 350 hours.

Adds reciprocity exemption from examination for barber applicants with a valid out-of-state license and at least one year of barbering experience who submit proof and sign a document acknowledging understanding of Arizona barbering laws.

Establishes pathway for foreign-trained barbers with valid international credentials to obtain licensure by completing 350 hours of education at an Arizona-licensed school and demonstrating barbering proficiency.

Adds definition of "mentor" as an approved cosmetologist who can train apprentices in department of economic security-approved apprenticeship programs in licensed establishments.

Creates exemption from cosmetology licensure requirements for persons participating in a department of economic security-approved apprenticeship program while working with a mentor in a licensed establishment.
