Extends the requirement for at least two recess periods during the school day to include grades one through five, effective August 1, 2019 (previously only required for kindergarten through grade three).

Half-day kindergarten programs are required to provide at least one recess period during the school day.

School districts and charter schools may count a pupil's participation in a physical education course as one of the required daily recess periods.

Schools are not required to extend the school day to meet the recess requirements.

Redefines "recess" as a period during the regular school day (excluding student arrival and departure times) when pupils are able to engage in physical activity and social interaction with other pupils.
