Amends section 26-314 of Arizona Revised Statutes to clarify that emergency workers operating unmanned aircraft while engaged in emergency management activities are protected from liability except for willful misconduct, gross negligence, or bad faith.

Adds section 26-404 to authorize the Arizona Governor to deploy private sector workers and volunteer organization members to affected states experiencing declared emergencies or disasters under the Emergency Management Assistance Compact.

Designates deployed private sector workers and volunteers as emergency workers under Arizona law, providing them liability protections and immunity consistent with the Emergency Management Assistance Compact provisions.

Ensures deployed workers are considered agents of the requesting state for tort liability and immunity purposes, and protects them from liability for acts or omissions made in good faith during emergency assistance operations.
