Amends Arizona Revised Statutes section 36-468 to allow persons to obtain laboratory tests from licensed clinical laboratories without a health care provider's order or authorization on a direct-access basis.

Requires laboratories conducting tests without provider authorization to provide test results directly to the tested person, with a bold statement that the person must arrange consultation with a health care provider for interpretation.

Prohibits health care providers from liability or disciplinary action for failure to review or act on laboratory test results they did not request or authorize.

Bars clinical laboratories from submitting reimbursement claims to third-party payers for tests conducted without health care provider authorization.

Requires that any laboratory test offered under direct-access provisions must be performed by a laboratory that routinely participates in proficiency testing approved by the Centers for Medicare and Medicaid Services, unless such testing is unavailable.
