Allows school district and charter school employees or agents (persons authorized to act on behalf of the school and trained in bronchodilator administration) to administer inhalers to pupils experiencing respiratory distress, in addition to previously authorized personnel.

Extends inhaler administration authority to private schools and preschools in addition to existing authorized entities like recreation camps, day care facilities, youth sports leagues, amusement parks, restaurants, and sports arenas.

Grants civil immunity to school districts, charter schools, employees, agents, physicians, nurse practitioners, and training organizations for good faith implementation of inhaler administration policies, except in cases of gross negligence, willful misconduct, or intentional wrongdoing.

Requires agents administering inhalers to complete initial training and biennial recertification through nationally recognized organizations, covering recognition of respiratory distress, storage and administration procedures, and emergency follow-up protocols.

Permits schools and authorized entities to accept monetary donations and direct product donations of inhalers and spacers or holding chambers from manufacturers.
