• Requires the redistricting entity to prepare redistricting population data reflecting incarcerated persons at their residential addresses rather than at correctional facilities.

• Mandates the state Department of Corrections to deliver prisoner information to the redistricting entity by May 1 of census years, including unique identifiers, facility addresses, pre-incarceration residential addresses, race, and ethnicity data.

• Prohibits incarcerated persons with unknown or out-of-state residences from being counted toward district population in the geographic units containing their facilities.

• Requires local governments to use the redistricting entity's adjusted population data for all redistricting purposes and prohibits this data from being used in distribution of state or federal aid.

• Adds requirements to the state Department of Corrections master record file to include prisoners' legal residence addresses and race information.
